Inland Northwest Cursillo Bylaws

1. Organization

1. The name of the organization shall be Inland Northwest Episcopal Cursillo (INEC).

2. Inland Northwest Episcopal Cursillo is a lay-led ministry organized under the auspices of the Bishop of the Episcopal Diocese of Spokane and in affiliation with the National Episcopal Cursillo (NEC).

2. Purpose & Goals

1. INEC is a non-profit organization that seeks to empower Christians so that they can change their environments for Christ.  This is done primarily through both formal and informal gatherings and through a three-day experience, as described in the National Episcopal Cursillo Library, though the ministry of INEC is not limited to the methods described therein.

2. INEC seeks to minister to the members of the Episcopal Diocese of Spokane (herein after “the Diocese”); however, it is open to all baptized Christians.

3. Community

 1. The INEC Community is composed of all Christians active in formal and informal events sponsored by INEC.

 2. The INEC encourages all members of the community to participate in all facets of the community; however, participating in all aspects of the community is not required to be considered a member of the community.

4. Secretariat

1. Organization

1.  The Secretariat is the board of directors for the INEC.

2.  The Secretariat is responsible to the Bishop of the Diocese for taking the necessary actions to accomplish the purpose of establishing and maintaining the Cursillo movement in the Diocese.

3.  All business and policy of the INEC shall be governed by the Secretariat.  The Secretariat has the sole authority to speak for and act on behalf of the INEC, subject only to the direction of the Bishop of the Diocese or the Bishop’s specifically appointed representative.

4.  The INEC Secretariat shall have at least 4 voting members, and shall not exceed 12 members.  All Secretariat members will have attended a three-day experience and be members of both the Community and the Diocese.  Two of these will be the appointed Spiritual Directors.  If possible, membership will be representative of the diversity of races, genders, ages, and locations within the diocese.

2. Nominations & Elections

1.  Selection of new lay members to the Secretariat will be by a process of nomination through the community, and election by the seated Secretariat.

2.  Members of the community will be invited by the Nominating Committee to submit nominations.  The Nominating Committee shall be composed of those members of the Secretariat whose terms are ending.  If sufficient nominations are not forthcoming, the Nominating Committee shall make nominations itself for all positions for which elections are to occur.

3.  With the exception of filling vacant positions, the Nominating Committee must provide notification of the candidates to the Secretariat at least three weeks prior to an election.

4.  The consent of the nominee must be obtained before the person will be considered a candidate.

5.  Nominations can be submitted by the Community directly to the Secretariat, provided they are submitted in accord with the above rules.

6.  Elections for those positions that are to become vacant will be held at a Secretariat meeting on or before April 1st each year. Vacancies due to resignation will be filled by the Secretariat with a special election.

7.  Elections to the Secretariat are confirmed by the Bishop.

3. Appointments

1.   Selection of Spiritual Directors to the Secretariat will be by a process of appointment by the Bishop.

2.   The Secretariat may submit recommendations for Spiritual Directors to the Bishop for consideration.

4. Terms of Office

1.  Lay Secretariat members will serve for a three year term.

2.  Spiritual Directors to the Secretariat are appointed by the Bishop to serve terms as defined by the Bishop, but not to exceed three years.

3.  Secretariat members may serve only one consecutive term; however, they may serve a full term after serving less than two years of a partial term.

4.  Secretariat members may serve again only after a break in service of at least one year.

5. Lay Officers

1.  The Lay Officers of the Secretariat are elected from the members of the Secretariat, by the Secretariat.

2.  The Lay Officers of the Secretariat will include: the Lay Director, the Assistant Lay Director, the Secretary, and the Treasurer.

3.  The Lay Officers, under the direction of the Lay Director, shall prepare and submit an annual written report to the Diocesan Convention.

4.  Lay Director

a.  The Lay Director is the representative of the Secretariat to the Community.

b.  The Lay Director shall call and preside at Secretariat meetings.

c.  The Lay Director shall establish an agenda for secretariat meetings.

d.  The Lay Director shall communicate with the Bishop concerning elections, policies, schedules, and activities of the INEC.

e.  The Lay Director shall communicate with the National Episcopal Cursillo Conference (NECC) member representing the Diocese concerning activities of the INEC.

5.  Assistant Lay Director

a.  The Assistant Lay Director shall assume the duties of the Lay Director in the Lay Director’s absence.

b.  The Assistant Lay Director may chair committees, or assume other duties, as needed by the Secretariat.

6.  Secretary

a.  The Secretary shall be responsible for recording minutes for each secretariat meeting.

b.  The Secretary shall be responsible for securing a replacement in their absence.

c.  The Secretary shall be responsible for making documents, such as minutes, reports, and by-laws, available to the Secretariat and the Community when requested.

d.  The Secretary shall forward a copy of approved minutes to the Bishop.

7.      Treasurer

a.  The Treasurer shall be responsible for managing the accounts of the INEC.

b.  The Treasurer shall provide a report of financial transactions at each Secretariat meeting.

c.  The Treasurer shall organize an annual internal audit and provide a report to the Secretariat, a copy of which to be sent to the Bishop.

8.  Additional positions of the Secretariat shall be defined by the members of the secretariat and should include, but shall not be limited to the following Chairs:

a.  Communications Coordinator -- The Communications Coordinator, working with the Secretariat, will arrange for the communication of activity information to the members of this movement, to the churches of this diocese, and to the other three-day movements in the area.

b.  Pre-Cursillo Coordinator -- The Pre-Cursillo Coordinator will work with the Secretariat, serve as weekend registrar, maintain a list of past weekend team members, communicate responsibilities with sponsors, and participate in the selection of weekend candidates.

c.  Weekend Coordinator -- The Cursillo Weekend Coordinator will work with the Secretariat, will work closely with each Weekend Lay Rectors to arrange for the Three-Day Cursillo weekends, direct the Supplies and Inventory Committee, and will aid in the selection and training of Lay Rectors and weekend team members in an advisory capacity.

d.  Fourth Day Coordinator -- The Fourth Day Coordinator will work with the Secretariat and the community to establish, promote, and support Group Reunions, Ultreyas, and the organization and coordinating of leadership training after each Cursillo weekend.

         6. Spiritual Directors

 The Spiritual Directors will be two clergy, one of whom shall be a priest, canonically resident in the Episcopal Diocese of Spokane and appointed by the Bishop

         7. Meetings

1.  Minutes will be recorded for all official meetings of the Secretariat

2.  Decisions by the Secretariat require a quorum.  A quorum will be equal to half the number of current Secretariat members, plus one.

3.  Meetings will be conducted using Robert’s rules of order.

4.  Meetings will be open to any member of the community.

5.  The secretariat will meet at least once every three months.

         8. Committees

1.  Supplies and Inventory -- The Supplies and Inventory committee shall be under the direction of the Weekend Coordinator, who shall recruit members from the community to aid in the oversight, restocking, storage, and apportion of supplies.

2.  Fund Raising -- The Fund Raising Committee will be composed of community members working on various fund raising activities as needed. Fund Raising Committee will work with the Treasurer under the directorship of the Secretariat.

5. Amendments
        
Amendments to the INEC Bylaws will be determined by a majority vote of the Secretariat as needed.
 
6. Effective Date

           These bylaws shall take effect January 19, 2008.
